Women’s entrepreneurship can contribute to household income, employment generation, local innovation and
inclusive economic development. Yet women entrepreneurs often face a combination of financial, social, institutional,
market and capability-related barriers. This paper examines the challenges and opportunities for women
entrepreneurs in Madhya Pradesh, with a special focus on Gwalior district. It uses a descriptive and analytical
approach based on government publications, official scheme information and relevant policy sources. State-level
evidence cited in the Madhya Pradesh MSME development strategy reported approximately 0.93 lakh women-headed
Udyam-registered MSMEs as of May 2023, representing about 12.35% of registered MSMEs in the state. This
provides a useful indication of the participation gap, but it is not a current district-level count. The paper discusses
barriers such as access to credit, collateral and documentation, limited market reach, digital capability gaps, social
expectations, and difficulty accessing business networks. Gwalior’s urban market, educational institutions, services
economy, food processing, handicrafts, apparel, tourism-related services and digital commerce offer potential
avenues for enterprise development. The paper recommends targeted financial literacy, mentoring, market linkages,
digital training, simpler scheme navigation and stronger local institutional coordination. Because no original field
survey was conducted for this paper, proposed sector ratings and local recommendations are analytical illustrations
rather than measured findings. Future research should validate them through interviews and a structured survey of
women-owned enterprises in Gwalior.
